State. I read more on it. A few ranchers have been for it due to using water for irrigation in the spring when it is more productive to irrigate for volume of crops. They then would be allowed to use their irrigation rights to feed the streams to increase flows in the hot months when fish need more cold water.
I don’t know enough yet, but that sounds reasonable. I have always believed that we need to work with the farmers/ ranchers and loggers along with being excellent stewards of God’s Creation.
Figuring out how to get strong healthy runs back is always the battle with so many opinions. Personal responsibility along with government agencies truly desiring strong healthy returns is a start.

You could try the Nehalem River or Big Nestucca. If you are into Flyfishing, contact Jack or John at Pacific City Flyfishing and schedule a day out. Great guys . Even if you have not Flyfisherman, you might have an experience you will never forget. They have a dory boat along with drift trips on the river
Always good to float through or stay in the water wading. Respecting private property is important to making sure they we can fish through properties

Just fished the higher up on the Umpqua for small mouth . A lot of fun. You have to float tube the section that I go to .

Hagg lake north of Gaston has bass and trout. Usually best in the spring.
I used to fish the upper Tualatin when I was a kid out of Cherry Grove, not sure about now.
Yamhill River off of Willamina Creek has Blackwell Park?
Check with Sportsman’s Warehouse. They have a good group in Salem.
Turner Lake in Salem has trout and bass also.
