I must be a unfavorable because Im not a drunk or outlaw. And I love fishing the Keys
I would seriously consider Alaska or possibly Canada. The great thing about Alaska is you get to fish for more than one size or type. Some of the South American destinations might be neat to see and catch the exotic fish BUT research if the fish are even edible. Many places are so polluted you can catch the fish but don’t dare eat one.

Save yourself a bundle of money and just hire EGG to take him fishin with him. If he wouldn't enjoy that then he wouldn't enjoy any of the trips mentioned so far.

Alaska sounds great for Salmon and Trout. However, I would go to Central/South Florida. Best of both worlds. Largemouth Bass on Okeechobee and Peacock Bass further south. You could also go saltwater fishing for the more exotic species. I would hire a guide and he is guaranteed to catch fish.
Don't know where you live but some of the best fishing in the eastern region is the Tennessee River. The striper fishing behind the dams is fantastic in the spring ad summer.
The Bahamas for me .. deep sea am, flats in afternoon , fly rod or spinning or both...flights easy all over
St. Lawrence River/Thousand Islands, NY. Best bass fishing ever.
Striped bass galore in here, and add in Largemouth and Smallmouth Bass, Crappie, and Walleye and you have the most popular spot in Utah, but with 1800 miles of shoreline, you can find a place all to your self
I'd stay away from Florida. Lived there for many years and was never completely satisfied with the fishing either salt or fresh....I do live in Jacksonville, Florida now and have since 1992. Good fishing but nothing to write home about. Even had my own boat. Caught all kinds of fish including sail fish and large mouth bass. I'll fish for anything anytime but I sure would like to go to someplace exotic like Panama. There is some good fishing to be had there.
If he is a fly fisherman, the Kamloops area of BC is the place. Peace and quiet on the water, mid to late summer, the only sounds, your voice and the loons. Rainbows to 5 lbs, least wise that is the largest I have ever caught, and he jumped into the canoe, no need for the net. Lodges are reasonable, at least the last I knew they were. For scenery, wildlife, and peaceful isolation that's the place.
