I think it may be a 'Hacklehead' fish... There are plenty of them up there.

Fishin4life identified it as a Spotted Ratfish. If he's not exactly correct he's very close. Look up the pictures online.

I'm 84 fished most of my life in NY waters including as a mate on open boats. I have never seen one of those!
