I like tides4fishing.com. It has weather, tides, solunar tables, fishing forecast and locations. You can pretty much get info for anywhere there's salt water.
I've always considered the yards/lb of line test to be about capacity so that you'd know how much line to buy. Never occurred to me to think it had anything to do with what pound test the reel can handle. If that were so, you'd better not ever try to catch a fish weighing more than the maximum capacity/ line strength listed on your reel.
Otters are just doing what otters have always done. They have never contributed to the extinction of a species. They can't go to the grocery store or the fishmonger to buy their food. Trout fishing is recreation for humans. It's survival for otters. You can drive your vehicle or fly in an airplane anywhere on Earth to fish. Otters can't. You don't have an otter problem; you have an attitude-toward-otters problem. Work on that; you'll be more satisfied in the long run.
Fishing poles? That's about all you'll see on the Vistula River.
