Mussel stickers and inspections have been the law for some time now. This is the first I have heard of having to purchase through DMV. That's Cal for ya, any chance to get in your pocket.
I do not get one because where I fish it is not a requirement. I fish the delta, bay and ocean but not lakes. The local reservoir where I walk my dogs requires sticker/inspection, and they charge every time for the inspection. They also only allow electric motors, no gasoline. This reservoir is small about 1/2 mile across, and is a drinking water reserve. The electric requirement eliminates my boat any way.

One consideration with ethanol/gas fuel is your fuel and vent lines. Older boats do not have alcohol resistant gas lines. With ethanol use you may find older lines are effected. Before ethanol fuel I had a outboard boat made in the early 80's. To prevent condensation in the tank in cold weather, I would run year round, I used an alcohol based additive. After a number of years of this alcohol additive my fuel lines acted like they were plugged up. The vent line became so restricted that I could hardly get fuel into the tank at a rate faster than a trickle. Mechanic advised replacing all my fuel lines with alcohol resistant fuel lines. The additive made the rubber lines corrode from the inside out. Looked like an old galvanized pipe corroding. About $200 worth of alcohol resistant lines and a weekends work had them all working right again. Newer boats are required to have alcohol resistant fuel lines.

I had no idea that was illegal in California. I have fed birds live bait at the dock after all of my live bait charters. I have even done that while talking to a warden, and he did not say a thing.

My biggest concern is that the modern fuels loose octane when sitting for a long time. As well "gumming" up carburetors or fuel injection. I would add a bottle RESTORE fuel additive if it will sit for more than a few weeks. The marina where I keep my boat sells fuel with the RESTORE additive already in it. When it comes to 91 octane or not. I think it makes very little difference other than price because it won't be 91 octane for long. Most modern electronic ignitions can compensate for variations in octane. The timing will adjust to the octane level to prevent pre-ignition.

You guys must have had those lures right on the bottom to catch halibut. Also shows how salt water is moving up the rivers. How far from San Pablo bay did you hook the halibut?

Took Steve (saw1) out striper trolling. Beautiful day, flat calm conditions. Managed to boat 4 in about 4 hours of fishing. Nothing giant but biggest around 7lbs. Kept one and released 3. Good day and company.

When smashing down the barb, this how the Cal. wardens determine barb or barbless. They will have a cotton ball, stick the hook in the cotton ball. When removed if any cotton fibers stay on the hook it is considered a barbed hook.

I get a text that says it is the power company (PG&E). My account is past due and power will be shutoff. But if I call the number they gave me and make a payment power stays on. Only problem is my name is not on the PG&E account or my phone number. SCAM
I get an email suppose to be from Amazon saying my recent order. to be sent to a different address has shipped. Doesn't look anything like the usual order has shipped notice. Large ticket item, &1500 or so. If I need to cancel order they give me a email address to send my info to including C.C. info. Very suspicious as email addresses do not say amazon. Checked my Amazon account and there was no order. SCAM

It's not just individuals but businesses too. When I ran my charter I had this scam run (unsuccessful) a number of times.
They always try to appeal to your greed. I would get a email inquiring about a 4 day charter. A 4 day charter in S.F. would be highly unusual. The greed part. With very few of the usual questions they immediately want to book the days. Then when the booking is completed they want to pay for the whole trip in advance. The one guy told me he got his entire vacation pay in one check. So he wants to send me the check, which was for considerably more than charter cost, deposit it, then and then send him back the difference. I told him I would not do that, send me the proper amount and then we are good to go. I get a check for about $1200 more than the charter cost. Hoping this still might be legit I checked with the bank. No such account, or person, and they have had lot's of inquiries about checks from this guy. So I know it is a scam. I called my local sheriffs office to report a crime, I live in the county no police. They told me first the Secret Service investigates bank fraud. And second until I actually suffered a loss, it is not a crime!!
Now all of us fisherman know that if you attempt to catch a fish illegally whether you catch one or not you are poaching and breaking the law. Apparently you can attempt to poach money legally.

Of course the issue we are all beating around the bush is that the expensive lines are USA manufactured and the cheaper lines are mostly foreign made. I have always been a supporter of "buy American". But when it came to my charter business the luxury of buying American was over ridden by having to make a profit. In my opinion the foreign line is just as good a quality as the USA made line. I knew of two party boats that would replace Power Pro line once a year. My Dyneema line would last 3 times as long and was replaced basically due to the fading.
I think for the recreational fisherman braid vs. mono is a no brainer. The additional cost of braid is worth the much longer life.
