It resembles the rat fish, but the picture is pretty out of focus making it hard to tell. Not sure it could be a rat fish unless it lost its way. The information I found says they inhabit in the Pacific Northwest, and this was caught on the opposite coast.

The tailis identical to the tail of a skate. The two other extensions are identical to the "balls" of a skate. Can't see the mouth position but the smaller ones we catch usually roll up which is why we call them footballs. Based on this I would guess skate.

The mouth appeared square looking when it was open. Least ways I think it was a mouth. I agree with you on the two appendages near the tail.

I have been fishing these waters around new york and new jersey my whole life and that is definitely a skate, its wings in this photo are curled under its body giving it that alien look. You can eat the wings and will sometimes find skate wings on the menu of a seafood restaurant. It has a fibrous texture but a mild taste. We catch a lot of these while bottom fishing for fluke. lots of spines covering there whole body so its tricky getting your hook out.

I’m hanging in here to see if it is identified. I know I’ve seen a picture of one before but my steel trap mind is quite rusty and I just don’t recall.
