I fish quite a bit, or used to I should say, in Oregon and Washington. You don’t wanna get caught chumming in Oregon. For anything. They’ll throw the book at ya. I’m not sure about private ponds but any public water that’s a definite no-no.

I just googled ( is chumming legal ) and some states allow it and others don't. So best bet is to check our own states if we are planning on chumming.

Good plan. I know the water cops in Oregon are eager to write citations. I’ve never had one but come close numerous times. They’ll tie off to your boat and go over it with a fine toothed comb at the drop of a hat. Fish the same spot for three days in a row and they’ll have a drone flying over ya. Not worth even going there any more. I was trout fishing with my two grandsons at a lake there one time and we saw two of them hiding in the bushes watching us. They finally came over after we caught a couple of fish and I thought the lake was gonna dry up before they got done questioning us. My grandsons didn’t wanna fish there any more and we hadn’t done a thing wrong. Too much hassle for them and they were only 6 and 8. Frustrating. Their big deal is “take a kid fishing”. Why, so they can hassle em?.

SOOOOOO chumming attracts fish by adding scent to the water.
Baits attract fish by adding scent to the water.
Is it the amount and where is the line? And if your bait falls off the hook are you then chumming?

If your “bait” is not attached to the line you’re, legally, fishing with your chumming. Pretty simple. If the bait falls off of your hook you are not, intentionally, chumming. Again, pretty simple. As mentioned before here everyone needs to know the laws of the state they’ll be fishing in. They vary a great deal. Some states require “bait” be no further from the hook than a certain distance. Other states consider anything that attracts a fish to be “bait”. I, simply, suggest read and understand the laws pertaining to the body of water you’ll be fishing. Every state has a different idea and a different set of rules you have to follow to stay out of trouble.

You are absolutely right. My #1 irritation here is people asking here for legal advice.
# 2 is people giving legal advice.
Either case for your well being don't do it.

Very true. I’ve also found that laws change rapidly per state as well so I check things online every time I go some place. Even at home where I’ve read the regs cover to cover a few times. Things change on a regular basis. Not sure why but they do. If it weren’t for having internet on my phone I’d be afraid to go on a long fishing trip anywhere. Especially on the big river systems where they’re so tightly regulated on a weekly basis.

I got the time right now lol. I’ll do that😂. Check out oregon and don’t believe a word of it. If you don’t go online every week there you won’t have a clue what the rule is for that week.

When I was in the Navy we used to call shipmates who nitpicked at the fine points of Navy Regulations "sea lawyers". The last thing you wanted if you ever got a court martial was a sea lawyer to defend you; the Navy had plenty of experience dealing with them and they would get you into more hot water than they could ever get you out of if you took their advice. Don't be a "sea lawyer".

The nice thing about where I am is the game cops are cool. They’re not looking for every little thing to bust you for here. If it’s obvious you’re violating the law intentionally you’re gonna get a good talking to. If it’s an honest mistake they just line you out and tell you “good luck” fishing or hunting. In Oregon I encountered the big city cop attitude where they intimidate and provoke a confrontation so they can bust you for everything under the sun and that’s when you haven’t done a thing wrong. Too many macho law enforcement officers there that have let their flack jacket and badge go to their head.

I chum in bait fish. Then throw lures in the chum. I use lights to pull in fish at night. In the ocean it's legal. I got gear boat bait and useally release anyway. Your feeding your family then it's perfectly fine. Be like the rest of us and tell the catching part....
