The reason I bring this up is because it is illegal to fish past one hour after sunset for anything EXCEPT Catfish......best have the proper rig on, or face a fine. The only exception I know of is Lake of the Woods in Klamath County, and that is aimed at Brown Trout that seem to really like the Kokanee at night.... not sure how the exception was put in place @ L.ot W., but it's been the lone example in So. Oregon since at least the early 90's..... just saying, check the regs... maybe you are new to the state... basically, no night fishin' !
Using a new "predatory mitigation species" for chub mitigation is kinda odd, since for several decades, ODFW has successfully utilized the hybrid "Tiger trout".
Again, something I need to research to be competent & confident speaking about...I will definitely look into the practice.
Another oddity of this, is that it is certainly a rule to catch and release the Tiger trout,...no retention. I would think that it would be similar with the wipers, though it would seem to be an (the only ?)attraction, if you read the "Chamber of Commerce-like" website, when you Google Ana.
I have always said to all my buddies who want to go to far-flung locales to fish...."you haven't even fished every body of water in SOUTHERN Oregon, yet, ..... much less the whole state. Why get on a plane ?"

So yes, I have checked the Oregon regs and you are able to fish Ana Reservoir at night with bait. If that wasn't the case, I would not have been out there. Ana never freezes over due to the natural spring (hot) that feeds into it! It's pretty cool, and since it's out in the middle of the desert, in God's country, it's fairly easy to drive right to the spot where they bite the most which is near the spring, and it is deep water. There are rainbow trout in there and if you catch them at night it's alright. Fishing regs at myODFW.gov
