It's a fishing license, not a catching license. If you put a hook in the water you need a license. Exceptions are private owned lakes or on the day that the state let's you fish without a license. There is an amnesty day each year where you don't need a license.

wheelchair/ disabled fishing

hi everyone I am a one handed fisherman that also uses a wheelchair and will be glad to pass on and recommend ideas and equipment to help out other non able bodied anglers, if you are or if you know someone who is not able to hunt or fish independently please check out Kemp Lake. kemplake.org it is a honey hole 2o acre lake located 1 hour west of St Louis . we are a non profit. and offer guided accesable fishing to disabled folks
