Most spin cast reels have a particular spot that makes it harder to close the bail. Then again it could be a weak bail spring. If the reel is worth it, Bass Pro has a repair service for rods and reels. Fairly inexpensive, but, you will have to wait for the reel as they take them in order they come in!!

I work at Bass Pro Shops and I use their "Bone Dry" rain gear and it works great. Have been in 50 MPH winds with driving rain and have not gotten a drop on my inner clothing. I highly recommend it to anyone and have on several occasions with customer that come in looking for good rain gear. Use it when riding my Goldwing trike also!
