Washington is not taking care of business.
Puget sound has a 24 7 season for the herring fleet and there's literally none left.
As late as the early 90s your would see balls of them on the surface. One of the reasons that the black mouth have all but disappeared.
And in 89 when the Seattle fleet bombed up north the governor gave them 5 days in December to drag Puget Sound. Before that you could catch a bucket full of true cod and Rock fish in December but that's totally gone, the last that I checked you can not keep Rock fish at all.
Don't get me started.
And then there's the invasive species known as the California sea lion who l have seen all the way to penstocks on the River.

Getting closer tho, l started bass fishing in Washington State and and fished some brutal March tournaments where a good bag was 10 lbs

We had a good day last Wednesday, we probably would have had a 20 plus bag.
21 caught only 3 were dinks.
The largest was a bit under 8
The weather was perfect 74 degrees.
We saw a few beds with males hanging around and a big girl close to 10 but she went the other way when I cast in her direction.
Thin 6in sinkos and texas with 5in curly tails in 2 colors. Brown with red flakes and one of Eric's custom colors

Now is the best time from the bank, l had land near Hunters and found access to the river in several areas.
My largest wild rainbow was caught off of the bank in a cove narth of Hunters.
She's on the wall.
7 lbs 9 ounces what a wild ride on a steelhead jig.
I wish that l could good back up and try it again but something happened and one day all of a sudden l woke up old and loaded with arthritis.

I fished Diamond Valley Friday and caught 2 small large mouths, water temp was 57 degrees when we got there, all in all the weather wasn't bad and we caught r small bass on Texas rigs.
We trolled for stripers for 3 hours with out a bump.
But we did not get SKUNKED!

Try under the I 5 bridge with small swim baits, l used to catch a few different species there, something with silver glitter. Mostly smallies, a very few crappie, squaw fish and one small large mouth.

Pretty the same for me, l trained Britts and Labs over the years, the main thing is you have to start young and stay with it
My sister in law had a great pointer that was pretty much a house dog, trained pretty well but whenever someone would walk on the sidewalk he would bark for 5 to 10 minutes.
I lent a shock collar, put it on next to low and the problem was solved.
My Britt's usually figured it out in the first week but as you know it wasn't for barking 🙂

I had a large Beckwith golden retriever that fished with me in Puget Sound that would get very excited when we would have Orcas come near the boat usually when trolling for salmon.
One fall a young Beluga was separated from his pod and followed the silvers all the way to the south Sound. For some reason he would just followed my boat, never understood it.
Tony the big dog really wanted to be in there with it , well one day Tony fell in and they touched noses and it went well, with my yelling and screaming at Tony.
It went well but I had a hell of a time getting him back in to the boat. 90 lbs of long haired watery mess .
The Beluga stayed in the Tacoma area through most of November.
The game department who I was acquainted with said that he made it back out to the ocean in a week.

Well you're right on for your area but not so state wide. There's actually been some guality returns in some areas this year I think that if we continue to get decent winters with moisture you might get some fish back but it will take years unless the state replants.
I know of 2 large streams in Oregon where the fish just magically reappeared after 30 yrs
Time can heal the problems given a chance.
The acueaducts feed a lot more than LA by the way
