Use Shrimp on a floating rig of your choice. Nothing on earth will turn down shrimp. I have no luck with lures in the harbor - best for me are jigs with shrimp on, tease them, keep it jiggling.
You also might not be fishing when they’re hungry - go back the as the sun
sets and into the dark. Fish the Stripers all night long. Sounds like a great spot for the April return!
