Sounds like somebody in state office that make these rules have never been on a boat fishing. I went to Canada, in Manitoba, fishing hooks must be barb free. Or barbs pinched down and not hang up or catch when rubbed on skin.
I see this craziness in Minnesota, on my wheelhouse for ice fishing I must have a trailer highway tag. Then if on the lake I need a ice house license. I portable doesn't need a shelter tag.

If you have a ATV or snowmobile? Fish Red lake, Before X-mas. Use Portable shelter, get away from the groups and use lots of tip-ups. After X-mas Go to WOTL, you can keep more and larger fish.
I will second Wheeler, Shiner minnows, I would be sent to Red Stone for military ops. I was looking for a 10# Largemouth Bass. I drove over 750 miles in two weeks, After 5:00pm until dark looking for that fish. I caught lots a nice fish, including nice Crappies.

For some really big Smallmouth bass, the upper Mississippi river holds a bunch. Go three miles up river from Monticello, get out some chest waders, you will find the fish. This area has them, but you will need to work for it.
If you are seeking Largemouth Bass, Get the floating frog style baits and your chest waders, and start walking the bulrush areas of most any lake Early Mornings or just before sunset. Clearwater, Cedar, Sugar, Sylvia lakes.

Slip bobbers are maybe the best way to catch fish this time of year. Minnows or crawlers, fish 3 to 4 feet off the bottom. If you have really clear water, you can even have your bait 5 to 7 feet off the bottom.

I grew up fishing all around Minnesota. My home town is New London, Minnesota. I fished lakes from Diamond, Green, Nest and Norway lakes. As well as the crow river in town, which in the the 60's would give up 1 lb gills on a fly rod. I fished Minnesota Valley In-Fisherman club outings/ tournaments for 15 yrs. In 1999 I started guiding, two summers on Mille Lacs lakes, Mississippi River down town Minneapolis to Lake Pepin. Fishing the St. Croix for walleyes and Smallmouth bass. In 2003, I moved to Buffalo, MN, So now I spend more time fishing lakes of wright county and Lake Minnetonka. But I still go back to those early days of fishing Green, Andrew and Norway.
