Sorry about your disability. I suggest getting a short pier rod, medium/heavy, you should have no trouble bringing them over the rail with it. Should be no need to cast far on a pier. GOOD LUCK-SEND SOME PICS!

SURF FISHING HAS BEEN DISMAL THIS YEAR, BUT, Will pick up with this warmer weather. I would suggest two rods, one in and one out. Out rod 1oz and in rod 1/2 oz want to maybe move with current. Live shrimp good but not worth what they are going for. I would go with frozen shrimp from the shrimp man. Try to find the biggest of them and use 1/2 to GOOD LUCK BEEN A TOUGH YEAR.
