Best trout bait in S.Jersey/Eastern PA is a yellow with red dots and gold willow blade Panther Martin lure.

Fish there every year and do very, very well just north and south of CB Bridge (Flood Gate Road area NJ side and Reany Street Pier Chester PA side). Use a high low rig with a weight of 3 OZ or better to hold bottom and the best bait in that area blood worms use Circle hooks because the stripers will swallow this bait and get gut hooked. The current is swift in the river and if your wading be careful it can and will take you away EASILY!!
You will also catch BIG channel cats, perch and the occasional HUGE carp too in this area.

You can also find charters to take you to the Salem Power Plant area of the river. That area has abundant 50+ pound stripers during the “run”. Those bad boys will hit on bunker chunks again use circle hooks because they inhale the bait!!!!
