I would suggest a call to the police department that has jurisdiction there, if unknown call state police, and ask them. Non emergency number of course.
It’s illegal to park and fish there on Rt 29 There is Scott’s Cove nearby where there is parking and a launch. No gas motors allowed tho. Lots of shoreline that you can walk around to fish. If you go north on Rt 29 take the first right where the golf driving range is. Follow that road to Scott’s Cove. Good luck.

I'll check it out thanks. I looked at some photos on Maps and it made it look like it was a real shallow stream but maybe it's bigger in person.
How do you tell when your outside WSSC territory and don't have to pay them to fish the patuxant?;
You need a WSSC permit to fish anywhere at Tridelphia and Rocky Gorge. I don’t know tho exactly where fishing is prohibited. I would think the there would be signs posted.

In Florida, those retention ponds can hold some large critters. Be especially aware of the alligators and snakes. Keep small pets away from the pond edges.

Alligators and Snakes like big critters like fishing folks too. PFD might help you float until rescue but can’t go get an anti-gator jacket.
