I used to work on the 37th floor of a 40 story building in downtown Seattle. On windy days you cold hear the building creak and the toilets sloshed water. I told by boss I was going to go home because I was getting sea sick. Since I did a lot of cruising in our boat, he said no way! Then I told him that my eyes were hurting and I couldn't see myself working. He would say that his eyes also hurt and he couldn't see paying me.
The only time the water in a toilet bowl moves where I'm from, is during an earthquake. I've never seen it happen, because if it's quaking, I'm not sticking around to see if the water is moving. After the last 2 big ones we've had, I am not long for standing inside any building. I get my ass outside. Quick.

Check valves like Jer says, also backflow preventers like they do for basment bathrooms in residential.
As for water pressure two methods come to mine. In Line booster pumps or water tanks installed on roofs.
