I thought saw won already. Ok has a battery. When fish pulls on the o ring end it closes a switch that spins the wire like an open faced reel to set the hook then the fight is on?

Okay here is my guess:

Its designed to let out line in order for the fish to run a bit with the bait, thus enabling a better hook set when it finally indicates a "FISH ON."

Never seen one, never used one.
Just a guess.

is it free floater, rap or tie your line around the red part at top, your line then goes through black washer to set depth

Run the line thru the wire on bottom then back up to the slot on the top. Push the o ring back up to hold the line in place at the depth you want.
