Well in Wv any boat that cross the state line or a use boat has to be certified that it not stolen before you can be approved for DMV registration ππ½
Had the same problem with a 12 foot flat, got tired of being shoved off from one agency to another and the last time I went in I told them it was a home made, got the papers that way. State got their damn tax money and I went fishin, every body happy !

That's a shame Maggot, that you have to lie to make up for incompetent state employees. But I guess, if it works, it works.
For many years here, if you bought a trailer 10yrs or older, it had to be inspected. If you claimed it was homemade, no matter how old it was, NO inspection required. That's the stupidest thing I've ever heard, it could be a total P.O.S., but that's OK???

I know that Fiberglass boats after 1973 have them molded into the transom, outside, on the starboard side.
It belonged to my father who is deceased

April ya may have to get a inspection of the boat. If it's a old boat it probably doesn't have ID numbers on it. You said he last had it registered back in 80 or so. I don't see a problem ya just have to get ahold of the right person to find out what ya have to do. If you can't get a straight answer from a park ranger or the department of wildlife. Then call the title office

Do u live in a state that charges taxes on ur boat if so carry the last name it was reg too and have them look up registration certificate and boat reg # should b on it or if itβs over 20yrs old they should grandfather the boat an give u reg certificate to get #s with
If the boat hasn't been registered in 10 years just go to the Clerk's Office. New title. New registration. No problem.
April, when you go off the norm, beauacrats just can't seem to cope. Check with the boaters registration group if they have ability to license a ( home made ) boat. If you need to, add a flower pot to the bow. Or maybe you can get a title for a reclaimed or restored boat

Here in Oregon, it's not a DMV thing for the boat, only for the trailer, it's the State Marine Board that handles registrations for boats. Check out whether your state is run this way.
I have owned two boats that did not have "hull numbers" and had to arrange (through the Marine Board, up in Salem)with the local county Sheriff's Marine Patrol to be inspected for "sea-worthiness", equipped properly with safety equipment and was "assigned" a hull# to use. PITA, for sure, but necessary if I wanted to motorize.
If the boat was previously registered, regardless of how long ago, not sure why (except maybe your state's incompetent record keeping...?) it would not be possible to re-register under your name.
Good luck, might have to rattle some cages.... the "powers-that-be" are part of the bureaucracy folk that garner a paycheck every month, whether they achieve anything worthwhile or not, sad to say.
