I know the feeling papa jack! I'm in the same camp with you on my last 2 outings! Still fun...but it's nice to get a few tugs!
If I ran across that set up, I would reel it in and set it back down. I can't see killing a fish by letting it starve hooked on the end of a rod submerged and snagged on the bottom after getting pulled in. In this state an unattended rod is illegal. In a legal state, I would strategically place a few more rocks to secure the rod for the same reason. Forgetting gear is common, but forgetting gear, or deliberately leaving an unsecured rod in the water like that is irresponsible except in a very unique situation like maybe a heart attack or chased away by a bear.
