Is fishing and eating fish in a harbor safe?

Let's say you catch a fish within a harbor, or near a few boats that's parked, is it safe to eat if you catch something? Are there chances of boat oils and/or fuel that can contaminate fish?

I'm thinking that it would depend upon ¿How FOUL IS the water?... That being said; I HAVE been hungry enough, to eat fish caught by handline/ wee chunks of scallop for bait, while tied up at Point Pleasant, NJ (& ATE); Same scenario at Port Canaveral (using tiny shrimp for bait) & also at Safe Harbor (Stock Island)... I'm still breathing Earth Air... I've certainly been around SOME docks, that I'd not even bother getting the hook wet. (If I don't intend to eat, gift or sell AS food; I pretend much DON'T "fish".)

Use common sense. An inner harbor/marina with the surface covered in scum from illegal dumped heads and an oil shimmer on the surface is not to appealing. An open harbor with clear flushing tide changes sounds reasonable.
