I have no idea Mike it says nose cone in the picture you might be able to troll with them using your trolling motor 😁👍

After a closer look they appear to be springs, something i've never used so i still don't know their purpose

It's called a bait spring. It keeps the tension off the hook, when you rig it through the mouth, so the bait stays in place and in one piece.
