If I am not mistaken the theory behind the eyes on the tail was to mimic crawfish. When retrieved and bumping bottom they would mimic crawfish scurrying along the bottom. The hellbenders did work and probably would no doubt work today but people just seem to put them aside?
I want to agree with whomever said Bomber. The old Bomber plugs had the large split lip and swam backwards.
I will second guess myself. The Bomber plug did not have the hook on the very end. The Whopper Stopper did. The one pictured has the strawberry spot paint.

Fred started his company in the 1940's and used a heart-shaped diving plane and off-set-pupil painted eyes on his lures. He is also credited with the development of the Bayou Boogie lure.
