You might take a pressure reading on your fuel regulator. it has to keep 35-50 lbs at all times or it will give you low speed trouble. The Ricky Sitka.

It has been my experience that newer Mercs just don't idle down well. Clean and adjust as good as you can,run some Marvel Mystery oil in your gas,and it might help some. Just seems to be the nature of the beast!

Sorry I missed the 4 stroke, I guessed it was a 2 cycle based on HP. I have not got use to the 4 stroke outboard

Best thing to do would be to just trade it in for a Yamaha 4 stroke.

change your fuel filter then add some sea fome then run it for awhile before trying to troll this is a cheap fix

Sounds like fuel problem. First are you using ethanol gas? If so you have water in your tank, and corrosion in your carburetor, and fuel lines. I have gone to nothing but Non-Ethanol, more expensive, but saves in the long run over repair costs. I invested in a small sonic cleaner, and have cleaned the carbs on all my small engines that were using regular gas, they all run great after cleaning and sticking to Non-Ethanol.

Try changing your fuel filter. In the past I have disconnected it, shook it up and then drained the filter and replaced it. Makes for a quick fix but not permanent. Kind of temporary indefinite.

What kind of fuel have you been using?
If you have run fuel with ethanol in your lines it can cause the lines to disintegrate inside and small pieces of plastic can clog the carberator.
It has happened twice to my son. After he replaced the fuel line and stopped using 1% ethanol, he has not had any additional trouble.
Something else to check/consider.

Change fuel filters and ethanol does often leave scaling in the jets witch uasuly results in bad idle speed clean jets and use ethanol free unless you already are
