I live in Michigan... If you lived here, you would need a license. Although, here in this state; there is a tremendous price break for us older folk. The normal yearly fishing license is $35 and if you are fortunate enough to be over 65, the annual license is $11. I think it's a prertty good deal. :)
Your state may very well have it's own rules, so the best way to find out is to check out your state's rules... this can be done easily online. My fishing license states "all waters, all species" as to it's limits to the waters I can fish in and what I can catch. Of course all the other rules like size limits daily bag limits, and other normal rules still apply.

So as a Jersey resident he's good to go with just ID.
Louisiana, 60 & above its $5.00 a year or $50.00 for lifetime. Includes fresh water, salt water, big game, small game, turkey.....no duck stamp

From NJ Fish and Game-
NJ Residents Age 70 and Over - State residents 70 and older are exempt from fishing license and Trout Stamp requirements. A driver license or other acceptable proof of age containing date of birth and physical description will function as the actual fishing license/trout stamp for New Jersey residents 70 and over.
in IN. if you are 64 and your 65 birthday is before the license the license expires in '21 you can get a lifetime license for$17

Here in New Mexico 70 and up need license. The license is free.
In Indiana you can buy a life time license at 65 and you do not need a trout stamp. $17.00

I checked with the NJ Dept. of Fish & Wildlife and if you are over the age of 16 and under age 70, you NEED a fishing license in NJ. You also need a saltwater registration if you intend to fish saltwater (that's a free one). I applied several years ago for a fishing license for being a 100% disabled vet and was told you had to go in person to one of the two hatchies in NJ to fill out the form in person. Didn't seem worth the 4 hour drive since I was close to 70 anyway. It is mandatory though that you have a source of picture identification like your driver's license. Hope that helps clear up the NJ regs and prevents someone getting ticketed. I only fish so am not aware of the hunting or trapping regs.
In Oregon you can get a pioneer license for$6.00 if you are at least 65 and lived in Oregon for at least 50 years. For those who have not lived in Oregon for that long, their license is discounted after age 70.

I just looked it up. NJ residents age 70 and older are exempt from buying license and trout stamp.
