These houses are built on stilts for a reason--the water rises to this level every time we get heavy rains.
In my opinion, they're not victims. They obviously knew the risks when they chose to build in the riverbed.

And as the rivers continue to Silt up and can no longer handle as much water, the flooding will get worse.
