Can be either.
IF they ask permission, it is Art.
If they just go up and paint other peoples property, it is defacing property. Like gang tags.

I am going with Creative minds. Someone that can look at something as plain as a electric meter and make something pretty out of it, Creative mind.

But than again, beauty is in the eye of the beholder.

So much talent n so many illegal places to paint hydrants in particular. May cost someone their life or property. Did like the manhole lid skillet 🀣🀣 Very creative all around 🀣

I choose A. If this person isn't being paid to do his art, he should at least be reimbursed for his art supplies. This art brings joy, not fear.

Excellent talent and good way to transform eye sores into pleasant urban art.
Of course, permission should be obtained prior to creating.

I am with you 100%. The art is great. The disrespect of others property totally sucks. Without permission, the artist should be prosecuted to the fullest.
