I have read the Constitution and it’s Amendments. I will assume your bringing attention to the US Constitution. There are State Constitutions as well.
I could go read it again In it’s entirety. Nowhere does it state that you have permission in any location to ignore local and Federal Wildlife and Fishing Laws. No matter who fooled you into believing it or how much you read any scripture and dreamt up that your now Entitled to break laws anywhere on earth. Show us all where any Constitution states that someone can ignore laws.

I’ve never been checked in freshwater but lots of times in the San Diego bay. They will wait for you to put the boat on the trailer then check for your license and the catch. They tell you to go to the parking area where you secure your boat to the trailer and then check things out.
Had a guy at work tell me that he was busted by fish and game for catching lobsters with a rod and reel. It’s illegal to catch them with a rod and reel in California, nets or traps only.
He said that they tossed them back and he got a hefty fine but didn’t take his fishing gear.
