It depends some fish like certain things but
You can use Weaties cererel CSS put the cereal in a towel and get it wet soaking wet
then ring it out as much as you can open the towel you should have a clump of dough
You break off a piece dough and squeeze it around your hook
Or
Mix flour and a little water you can add corn 🌽 meal ,candy, any flavor you want and mix it all together till you get the dough you want so be careful with the water you can use it as it is or you can make it into balls the size you want and boil them in water or flavored water like onion 🧅 or vanilla or use the candy (red hots ) melted in the water
Check the dough balls the boiling will toughen the balls up but don’t boil too much
Dip the balls out and put on a old towel and let dry them put them in a Tupperware container with a lid keep in the fridge till used

I have never let this simple recipe out of the bag, as it has always worked for me when others were not catching carp. I think my carp days are over except for maybe a trip or two east. I am not worried about it being overused at this point as it appears to simple to make, so it can't work. Put two cups of regular flour in a bowl, add water a small bit at a time beating and folding until you have dough. The more you knead (hand squeeze) the tougher it gets. It should be pliable but not sticky to your hands (Kids clay texture). Add 2 tbs. of sugar and 1 tbs. of cinnamon and kneed until well mixed. Wrap in cling wrap so it does not dry out and your are good to go. I am sure some of you know the answer as to where I got this recipe when I was about 11 or 12.

boil 1/2 the amount of water called for on a package of strawberry jello. add 2 heaping tbs of peanut butter, 2 heaping tbs of molasses, mix intp a stiff dough. Let dough cool use a # 8 or 10 trebel hook and form a small ball around the hook. use no weight if you can help it. cast it out, leave the bail open, place rod in a forked stick. fish will often pick up bait and spit it out resulting in small movements of line. when they run with it, set the hook. I use 8 lb mono because they can be line shy.

I remember when I was young my dad made his own doughball he would mix cottonball in it to help hold it together. That way it wouldn't fall apart. I don't remember what the rest of the recipe was.

I'm pretty sure that Mom had mentioned adding a bit of cotton... Oddly enough, I've not spent much time, at fishing Lake Erie, but SHE HAD... (She had "learned the doughballs" from Grampa)... I never got a chance to "meet Grampa"!

I forgot to mention that you need to mix in enough cornmeal to make a stiff dough!

I lived next to an old boy from Kentucky and he used cattail just before it was ready to go to seed. Good to replace the cottonball and organic too......

I would not use the cotton ball
Think 🤔 about it A lot of fish get away with the bait and eat it the cotton could block up their insides and they die
if it falls off other fish could eat it and they die. Would you like to eat cotton balls and have them get stuck in you

Cotton grows out of the ground also... BUT; I do think, that, being in THIS "Neck'o the Woods"; a man should be capable of obtaining plenty of cattails!

Yeah, that would NOT BE "a good thing"!

Actually plastic worms and corn are worse. I have seen many a very sick trout stuffed with corn. They cannot digest it. Carp probably can. No fish can digest any soft plastic bait. Big picture is SOME fish may die from ingesting such things, but the POPULATION of that fish will not be harmed.
Just like the controversy about lead sinkers, some individual animals may be impacted but the overall population of that animal will not be harmed.
