Do they use regular asphalt shingles on a 2/12 ? That would violate code here....
Maybe he just doesn’t want to tie into roof?

Yep same shingle as the rest of the house. Builder's grade cheap and go.
I think the estimate will tell if he wants the job or not. I specified architectural shingles.
