I’d suggest looking it up on UTube or maybe just the Internet and see what you find. I had to do that with a Zebco model 22 I came across.

That’s a vintage reel. I have a pretty good collection of early baitcasters .
This reel is pre freespool. Meaning the spool , handle and level wind mechanisms are always engaged.
To cast .
There should be a clicker engage button that slides fire and aft. Move this button to where clicker is off
There may also be a spool tension adjustment. This applies pressure, sometimes in the form of a wave spring , to the spool to help prevent overruns
Remember , when casting , the reel handle will spin as line is released from the spool.
You don’t want your fingers in the way or you will lose some skin
Also know that the level wind mechanism will also be moving as line is released.
Braking during the cast is controlled by your thumb on the spool. Much like modern baitcasters
Unlike modern baitcasters, there are no centrifugal or magnetic brakes to assist in managing spool rotation speed. So without delicate manipulation with the thumb, these reels are prone to backlash.
You don’t want to try casting light lures with this. It just don’t work too well
