At least on the East Coast, and (I believe) the Gulf of Mexico; if a vessel has it's "Pelagic Species" (License/ Permits) PAPERWORK in order; we were allowed to bring 3× "shorts" to the hill. I'm GUESSING that would mean, that IF the "Fish Cops" were to "board us" on the way in to the dock, and we had > 3 × shorts, our "$#!T would have been weak" ... I'm thinking that I've seen A LOT of "shorts" cut-loose (hook removed while fish is STILL overboard), and generally, NOT ALWAYS 3 KEPT. (But, usually 3, as there was always 3 of us on the boat.) {Each man taking a fish, as "a bonus".} [Can't sell'em to the "Fish-House", though.]

After Re-reading what I'd posted; I realized that I had not made mention of Swordfish... Swordfish is the Pelagic Species, I was referring to.

I generally don't cull. If I have one in the live well that's 19 inches and just a few min later I catch a 24 incher, I would probly exchange it. However, if it's been too long and the fish in the live well isn't in fresh enough condition to be released, then I release the big one and keep fishin or keep the big one and call it quits.
That's why I generally don't keep the smaller fish until it's getting close to quitin time.
I'm talkin bout striper fishin though. You can only keep 2 fish and they have to be at least 18".

I don't. It's illegal in Pennsylvania. I've never fished in a tournament and probably never will. That's not what fishing is for me. Fishing to me is about relaxing and having fun not competition.

I occasionally cull bluegill and crappie. I'm usually not looking for limits. If I want 15 fish to clean, I'll keep 15 good eating size fish. The bigger crappies are almost always immediately released by me and my buddy. Eaters to us are a good 10 to 13 as far as crappie goes. Bluegill usually keep the bigger ones.
