I’m looking for recommendations for some kind of water resistant pants that I can wear while on my boat that don’t hold water. I don’t mean like rubber waders, but something that is not going to hold water if I have to I walk my boat out into the water to launch it or if a little water comes over the bow or I get a little wet paddling or landing a fish. I’m actually most comfortable in a pair of board shorts, but I prefer pants to avoid sun burn, and I can’t stand wearing sun screen. Thanks for your input.

I've been in blue jeans most of my adult life. They are a little heavy swimming but they do protect and I have a 8' Colorado XT pontoon boat so I know about launching in less than desirable locations.
Try the military style cargo pants. They are made using some type of synthetic blend, similar to a bathing suit.

I have a couple pair of pants/shorts from Cabela’s/BPS that are some kind of nylon material and are made for fishing/boating. They dry super fast and are very light weight, and have zip-off legs so they work well on those cool mornings or if you feel like you’re getting too much sun on the knees, you can zip the legs back on later.
They also have lots of pockets.
Not too expensive, either. Very comfortable as well.

That sure sounds like "the way to go"; to me!
Northface, Columbia, & Cabelas sell BDU's that zip at the knees and ankles so you can turn them into shorts. They dry up real fast when wet.
Try Duluth Trading. They have pants called "dry on the fly" Water just rolls right off and they are nice pants. Also come as regular pants and pants that allow you to zip off the legs and make them into shorts. Pricey, but worth it.
I'm the poster boy for palefaces (red hair and freckles), so the sun isn't very kind to me. When I was young, they didn't have waterproof sunscreens yet. Many times I was seen water skiing in blue jeans and a long sleeved shirt! Old blue jeans are cheap and they're not harmed by getting them wet, but they take longer to dry out than synthetics. That can make you chilly if it's windy! On the other hand, they can be a real plus sometimes. A lot of our recreation was in the desert on the Colorado river, and when the temperatures were around 100 degrees - wet clothes helped a lot!
Simms has breathable wading pants and I believe there are others as well. I bought the Simms but they are spendy at $229 on Amazon. There are others that are less such as Frogtoggs. They are stocking foot also.

I have a few pair of these I got for kayaking. They're really comfortable and dry quickly.
