Definitely a praying mantis nest. Female makes a foam after she eats her mate and lays the eggs in the foam. It hardens and protects the eggs over the winter, then they batch in the Spring.

I'm going with the Praying Mantis egg sack. I've had the pleasure of seeing them hatch; a parade of teenie tiny critters marching down a twig to reassemble on the ground. When bigger they take on Grass Hoppers.

The original, larger version that came before mini-wheats was
just called Shredded Wheat !
