Its is a Weighted Treble Hook. It is also very illegal to snag salmon and other fish in some states.

Did more than my share of snagging in the 60's/70's when I lived on the shores of Lake Michigan. When the salmon are moving upstream to lay their eggs they usually travail in large schools. In those days while snagging was legal it was closely watched by the game wardens due to the fact that there was a right way & a wrong way to snag. The right way was to toss your weighted treble hook into the stream & when you felt something bump your line you yanked on it & most times got your self a big salmon. The WRONG way was to throw your weighted treble hook over or in front of the salmon as it swam by. I learned this while fishing with some "under cover" wardens that worked the many creeks/streams coming off Lake Mich.
