For winter fishing you have great opportunities on the Colorado River downstream beginning with Lake Mead south to the Yuma area. I have only been on those Lakes with a boat but there should be at least some shore access. Get some maps and go exploring.
I will also second the Mammoth Lakes suggestion. Plenty of water and gorgeous scenery.

Nevada has some great fishing lakes around Reno. Lake Lahontan outside of Fallon has some great Walleye fishing. Lake Pyramid has some great Lake Trout, also the Truckee river has some good trout fishing and of course there is Lake Tahoe. Just outside of Reno accross the CA. Border there is Boca lake, Stampede lake and Prosser lake. The have trout and Kokanee fishing.
