I've never had a lot of luck with plugs in the river. Macks, Pollock and Tube and worm have been best for us. I've seen folks fishing with plugs form the jetties at Little Harbor, I don't know how well they were doing though. Good luck.
Dazed, try Saco Bay Tackle they are in your area and they have everything you need and can give you a lot of help as to good fishing spots up that way.

Gmchief and I went out to the sisters yesterday, no sign of Macks out there.
I'll let you know tomorrow I heading out to the Sisters to try and jig some up.
Got out this morning and fished the last couple hours of the outgoing tide and caught a few nice healthy fat stripers in Portsmouth Harbor, the biggest being 27''. Nice to be on them again.
I spent 7 hours yesterday trying all my early spring Striper spots around Kittery and Portsmouth and only marked a couple of fish, couldn't get them to bite, the good news is the water temp is in the low to mid 50s so they should be going off anytime!
I think they are just getting into Southern Maine/New Hampshire. I'm giving it a shot this weekend and will pass on anything I see around Portsmouth/Kittery.
