Oh, and top water like a Zara Spook, Whopper Plopper, Chug Bug, Frogs, etc., can all be a blast in the right conditions.

Wacky worm rig / drop shot would both be good, as would swim baits, Rapalas / crankbaits.

Even a leech under a bobber is money at this time of year.

The Thermocells do work - incredible really!

I was cleaning fish in Canada four years ago, and everyone had a cloud of mosquitos bombing them in the same shack where we were cleaning fish after dark.

I had a Thermocell and didn't get bit once!

What OJ said is solid advice on bait for the walleyes. The only thing I would add is that Red Tail Chubs are a favorite on Gull. The are a preferred bait for both walleyes, bass, and pike - and you can catch big walleyes on them. They are, however, very expensive, but they are also very hearty and don't die easily. Shiners are also a good bait on Gull, but they are very temperature and oxygen sensitive and die easily.

My first teaching job was in Brainerd, so I did fish Gull a fair amount. If I were going to fish walleyes specifically, I would take leeches and red tail chubs on Gull. The other minnow that is a lot cheaper and still good to use on Gull would be Rainbows.

Gull is VERY clear and has quite a bit of recreation on it during the daylight hours.

If fishing in the daytime hours, I strongly recommend bass, crappie, or northern pike fishing.

The walleye bite on Gull is during low light hours / lower recreational traffic (although you can catch walleyes during the day with an overcast sky / walleye chop on the water to break up light penetration).

Yes, between the two sides of the lake there are at least three nice fishing pier docks (can drive right to them as well), and lots and lots of shore fishing, especially on the one side of both lakes and near the hospital.

My son and nephew fished there last Friday evening and did quite well on sunfish, crappies, and some perch. My nephew even caught a walleye in 2 feet of water at 9:30 PM on a tiny Rapala crankbait that he had been catching crappies on.

Most of the reservoirs around Rochester have very good pan fishing from shore. Lake Winona also has decent shore fishing.

I am so pleased with the conservation efforts the past few decades that the Upper Mississippi River water quality has improved greatly. From improved farming practices, waste water management improvements, pollution control, etc., and actually the invasive Zebra Mussels filtering water has likely helped too, but there is NO DOUBT that the Mississippi River is MUCH cleaner than when I was a kid (over 50 years ago). The fishing is also much better.

As proof that the water quality has improved, I caught a brown trout while walleye fishing on Friday night! Now, I know that it likely came in from a tributary trout stream into Lake Pepin, but the fact that I caught a trout (my second in a few years), testifies that the water quality has come a long way in the past few decades! I caught these two fish about 5 minutes apart!
