I took a drive up to Kern river and lake Isabella 4/23. I'd say the river is still unfishable, large flow and murky, no stocking report, so if anything survived the floods, that's it. Lake is full, they seem to be stocking it soon.

The Bakersfield River walk lake will be stocked next week. Go throw some spoons. They haven't restocked Kern River since the floods that I know of, but it looks like this upcoming week they might.

They stock this coming week 4/23, go on Thursday or Friday and throw some large spoons (gold/red) at the back of the lake and you're guaranteed to catch. I caught at least a dozen last time they stocked, not kidding. If you wait till the weekend it's saturated and hard to get a spot.
Once the flooding subsides, if you take a drive up to kernville, when they stock, there seems to be some easy to get to areas for you right at the park that fish well. But as of two weeks ago I went up there, the river is not fishable yet, and they stopped stocking for now. Might be another month.
Lake Gregory is really accessible and fishes well when they stock, but I don't think they've stocked in a bit?, fishing was slow yesterday, but the lake was beautiful.
