Helgren's sport fishing in Oceanside harbor has a boat , I think it is the Sea Trek that specializes in Halibut fishing this time of year. They use a technique called " bait Balling", you might want to check them out .
The Carlsbad lagoon , has mostly Sunfish and Bluegill in it use light tackle, I used to fish in there.
If the motor is a 2 stroke, and you drained the carb before you put it up, then just drain the gas tank , add fresh 2 stroke mix and fire it up . Once you have it running you can burn the old gas by just adding a little bit at a time to the new gasoline. If it is a 4 stroke the same thing applies except you of course don't need the oil. If you did not drain the carb, then take the float bowl off and clean out the gum and varnish with carb cleaner paying attention to the main jet pick up, before you attempt to start the motor.
The biggest difficulty with Royalex it getting things to stick to it. That it is why it is important to activate the surface with a blowtorch , before trying fiberglass and epoxy.
