High low rig, 3/0 circle hook, appropriate weight, squid, lugworm, bloodworm, shrimp, minnow, fishbite...pretty much catch anything.

Don't know about flatheads...I think they like the fresher water and I mostly fish brackish and salt.
That being said, the Rappahannock and Potomac are loaded with eating sized blue catfish. I harvest 2-5 lbers for eating with hush puppies. Piles of em up around Port Royal (there's a pier there) and Colonial Beach (also a pier). Cut bait, squid seem to work real well.
