So that you receive some information: I think Rehoboth Beach is about the same as OCMD Beach that I have surf fished a bunch of times in July and August for the past few years.

Early morning on any part of the beach and evening into the early night is the best time to fish.

I did hear and see pics of sharks being caught at the Indian River inlet that is a few miles south of Rehoboth. Like any inlet, fish congregate at the mouth of the inlets because of a lot of food coming out of bays when the tide is going down. But have also heard of fish getting caught at high tide too.
