You are clearly from inland. No putdown intended. That is salmon roe. Any salmon fisherman would recognize it as quick as a pan fisherman would recognize a worm. One of the best baits for steelhead, and salmon in the rivers. It is also great sturgeon bait. Unfortunately it is so good that some unscrupulous people keep the roe and leave the gutted fish on the bank when they are about to spawn. It is usually cured and frozen locally. It can be purchased at most west coast bait shops.
