Are there any lakes in Pinetop Lakeside or Showlow area where gas motors larger then 10 hp can be used. Or anywhere else in AZ.

No, Arizona has a 10 HP max boat motor state wide.

I know nothing about this as I'm in the midwest but now I'm curious. Why would there be such a statewide restriction in place? It seems DNR laws are much different in the western US than mid and east US. I'm thinking water supply and levels?

Most, but not all White mountain lakes all have a 10hp limit. Larger lakes in AZ don't have this restriction.

Yeah, I'm sure you're right.
Not probably right. I am right. I fish in the Show Low and Pinetop area all the time and just upgraded my 2 stroke smoker to a 4 stroke 9.9HP to be under the 10hp limit.
Is there list somewhere that gives the moter size for all lakes. Or some agency to contact. AZ game and fish tells me they don't know one.

All large lakes in Arizona have no HP restrictions, such as the Salt River chain of lakes (Apache, Roosevelt, Canyon, Saguaro), and Lake Pleasant. Mountain lakes are either under 10 HP or on the white River Apache Reservation, electric only.
Lyman Lake north of Springerville has no motor HP restrictions.

Those of us who have motors larger than 10 HP have to do one of two things to be compliant;
1. If for instance you have a 100 HP motor, you have to scratch off the second zero so it reads "10 HP" on the motor.
2. Only go on the water in stealth mode at night when game wardens are sleeping.
Hope this helps.

And Game& Fish is wise to those who put '9.9' decals on a 15!
