All year. You might catch a few more fish using soft plastics after the water gets warm, but the average size will be less.

I fish jigs year round. Early in the season I normally dress them with live bait, crawlers, minnows or a leech.
Later in the year I will dress them with plastics. I find myself using more jigs with either a propeller or a blade for more flash and vibration.
Experiment with different retrieves to find what works best on the water you are fishing. Jigs can be used for any type of fish, just vary the size and presentation.
Lastly, jigs are fairly inexpensive. I always have a tray of them handy in my tackle bag.
