Sandy river in Troutdale is full of smelt
I would say that is a "good thing". I hope you are able to catch some and fry up a nice meal or two!
I grew up in Gresham and my father and I used to dip smelt every year. Been many years since there's been a good smelt run in the Sandy, this is awesome news.
Great way to stink up a house. But pan fried smelt…yum.

Yup, dip netting. Fry ‘em up don’t worry about cutting head off or cleaning, enjoy just like corn on the cob.
I'm not really sure. I looked it up on the ODFW and I believe smelt dipping is still illegal in Oregon. Check it out before you go and if it is legal I want to go LOL
