I thought surf perch fishin was done off the beach. I've never heard of people fishin for them out of a boat.
The whole idea of surf fishin is to be fishin just on the other side of where the waves are breakin on the shore.
The last time I was out surf fishin you wouldn't have been able to get your boat within 300 yards of the shore. But there were small craft advisories out that day as well.
Anyway, I would fish for them off the beach.

I agree with saw1. Look for dips in the surf at low tide, fish those spot on incoming tide using worms or other small bits. Don’t need to cast super far, perch are in the breakers.
