I want to try using one of these:

Fishing salt water, off public pier at night. Are there any restrictions for night fishing with a light submerged under water to hopefully attract some fish?

No restrictions that I know about. I have one, but consider it just another toy that may attract some dumb baitfish, or may not. Game fish will be spooked by the sudden appearance of a light that has not been there. Most piers already have permanent lights, fish the outer edges of those lights

I saw an underwater green light in Manasquan Inlet several nights recently.

Have had great success using green underwater lights for crappie on lake Powell. First time I saw a duck swim through the green light underwater bout crapped my pants. Looked like a bowling pin fired from a cannon. Crazy looking ๐Ÿ‡บ๐Ÿ‡ธ๐Ÿ on

What I used to do for night/dusk river Salmon or Steelhead fishing, is I used lures that glowed when you flashed a camera strobe at it.

We have caught a lot of Salmon at night using Brad's lighted Wobblers at night they have them in Green or Red strobe lights , Salmon would just smash them at night . Never have tried them in Florida

I agree with sinker rig, I have used artificial lighting with very limited success, mostly lady fish and jacks
