How about trying a magnet if there is enough metal on the rod and reel?

Magnets only work on iron or steel, which rust when wet. That's why they're not used on anything but cheap rods and reels.

I always have marker buoys in boat. Before good electronics I used them to mark drop offs and rock piles. They've come in handy a few times with lost gear overboard. Toss in asap to mark location, gives you a better chance of recovering gear. Make your own or buy the florescent ones.
