Try worms late at night at the trout pond, at a hatchery. You have to get pretty drunk and be real quiet. Works for me!
Trout fishing near me is on rivers. Just being out there is a relief from the hectic pace of life. Just the sound of the river , the beauty is enough for me. Of course a fish or two adds to the experience. Much of where I fish is C&R, some of it barbless hooks, most of it is single hook . If you are in a place where you can actually keep a trout then simple small worms (what i call trout worms) work most of the time . The issue I have with live bait is trout are pretty voracious strikers . They will often gut hook live bait. If the trout is out of the slot limit you now have a dilemma . Keep an illegal fish or release it where it probably won’t survive . It is called fishing not catching
I am totally flabbergasted at the number of people that really tried to give anything but a comical answer to such a foolish question. Opps! my bad. No question is a bad question, so I have heard. If you silly people had read the question, you would know it asked what bait, not where or how.

I have used Corn kernels,niagara minnows,Cheese....These all work well, the corn and cheese are not very expensive

OK-first off, you need to specify lake or stream.
no guarantee either way because you have to be where the fish are to begin with, no matter what you use.
That said, I think you will find that the most consistent bait for close-to-bottom fishing is floating power bait of usually the lighter colors-10-12 inches off bottom with lightest tackle you have.
For lake (trolling), I've always had the best luck with Z-rays or similar shiny stuff. be sure to zig zag as you troll. this allows the bait to rise and fall as you go along.
For lake at a dam or bank, bobber with live worm, corn, salmon eggs, small stuff, is most consistent.
You can try throwing shiny stuff and spinners from the bank, but I've never had much success with that format.
For stream-flyfishing is most likely to work, using whatever the local folks recommend.
power baits and other small shiny stuff will work as well, but stream trout eat bugs so best to fly fish.

Powerbait guaranteed every cast at your local trout rearing pond although the people at the rearing ponds might frown on you fishing there.
One bait, night crawler. Never a guarantee, but if I could use only one bait that would be it.
